UN humanitarian chief Tom Fletcher told an emergency Security Council session that the world should prepare for a new addition to the list of occupied territories, as more than 1.1 million people had been displaced in Lebanon since 2 March, Al Jazeera reported. Defence minister Katz said Israel would keep a security zone up to the Litani after the fighting and that 600,000 people who fled the south would not be allowed home until Israel was secure. A strike on Khaldeh, south of Beirut, killed two people late on 31 March, and Israeli media said Hezbollah fired more than 40 rockets.
