Two weeks into the war, Yemen's Houthis had not attacked Israel, US forces or shipping, limiting themselves to rallies and declarations, AP reported on 15 March. Leader Abdulmalik al-Houthi said the group's "hands are on the trigger". Houthi officials and analysts cited fear of assassinations, US warnings relayed through Oman, low weapons stocks and the 2025 ceasefire with the US.
