Hezbollah leader Naim Qassem said demands that its fighters leave southern Lebanon while under attack would mean 'surrender, defeat and achieving the enemy's goals', NPR reported, and an official told NPR the group would not accept any ceasefire that did not begin with an Israeli withdrawal. A Hezbollah official told AFP the group rejected the deal, and Speaker Nabih Berri relayed the position to the authorities, Al Jazeera reported. President Aoun called the agreement a last opportunity and said it would take effect within 24 hours of all parties approving it. Defence Minister Katz said Israeli troops would not withdraw and displaced residents would not be allowed back.
