At the IISS Manama Dialogue in Bahrain, GCC Secretary General Jasem Al Budaiwi said Gulf states remained open to negotiation but that diplomacy needed partners who respond in kind; Egyptian Foreign Minister Badr Abdelatty said a second round of US-Iran fighting would be more dangerous and more destructive; Saudi Vice Foreign Minister Waleed Elkhereiji called securing navigation in the Red Sea and the Bab el-Mandeb and Hormuz straits a shared responsibility; and UK Middle East minister Stephen Doughty said the UK had deployed air defence equipment to Saudi Arabia, Iran International reported. The Times of Israel's account had Abdelatty saying he was extremely worried about a new escalation. Yemen's foreign minister Afrah al-Zouba, citing UN experts, linked maritime threats to outside support for the Houthis, Iran International reported. The Dialogue ran over the weekend of 31 October and 1 November; remarks whose day was not given were left out.
