The statement

In an interview and essay in The Economist, commander-in-chief Valerii Zaluzhnyi described the war as a stalemate entering a positional phase of static, attritional fighting that would let Russia rebuild, and listed air power, electronic warfare, counter-battery fire, mine breaching and reserves as needs. Deputy head of the presidential office Ihor Zhovkva said the military should not disclose the front-line situation, and on 4 November President Zelensky rejected the stalemate description.
