UN High Commissioner for Human Rights Volker Turk said at least 85 civilians had reportedly been killed in Russian strikes across Ukraine since 5 October, among them at least 30 when a strike hit two public buses in Kramatorsk on 8 October, according to local authorities. A Russian missile hit an apartment block in Pryluky as residents slept, killing 20 people including five children, Ukrainian authorities said, and a strike on an apartment building in Zaporizhzhia on 10 October killed 20, including three children, according to the State Emergency Service. Russian strikes on 13 and 14 October hit Kyiv's three main power stations, leaving about 600,000 people in the capital temporarily without power, and HRMMU said the first two weeks of October were among the deadliest periods for civilians in years. A run of drone attacks on merchant ships off Romania and Bulgaria began on 5 October, when a grain ship sank and Romanian authorities said two people died, and on 23 October the cargo ship Khoryv sank off Constanta with one seafarer dead, an attack Romania's president blamed on Russia. Donald Trump announced an energy ceasefire on 11 October that neither side confirmed, Zelensky said on 15 October that Ukraine's pause in refinery strikes was over, and on 16 October Trump waived most Russia provisions of the new sanctions law. Ukraine's 3rd Army Corps said it had retaken 277 square kilometres near Lyman since September, and Russia and Ukraine exchanged 270 prisoners of war each on 23 October. The White House said Russia and Ukraine had agreed a local ceasefire in occupied Oleshky from 29 October to let aid in and civilians out, and the UN Commission of Inquiry told the General Assembly on 26 October that Russian attacks on Ukraine's energy system amounted to crimes against humanity.

September 2026

HRMMU verified 328 civilians killed and 2,105 injured in Ukraine in September, the highest September toll since the full-scale invasion, and 2,570 killed from January to September. An overnight attack on Kyiv and its suburbs on 1 September killed at least 12 people, including six railway workers, officials said, and a daytime drone strike on 4 September hit the SBU headquarters in central Kyiv, injuring at least 12, the city military administration said. Strikes on 28 September hit a medical centre in central Kyiv and set the National Academy of Sciences building on fire, the UN Humanitarian Coordinator said, and the UN Commission of Inquiry warned on 21 September that Russian attacks on energy were making living conditions increasingly unbearable. Putin ordered a three-day halt to strikes on Kyiv and Zelensky halted strikes on Moscow as US envoys visited both capitals, and an IAEA-brokered local ceasefire let off-site power be restored to the Zaporizhzhia nuclear plant on 7 September. Ukraine announced a counteroffensive around Lyman on 15 September and claimed recaptured ground, struck the Moscow refinery, and said it hit the frigate Admiral Essen at Novorossiysk, where the Krasnodar governor said four people were killed. Krasnodar region declared a state of emergency as Ukrainian strikes on Black Sea ports crippled grain exports, and Russian drones hit a locomotive and a fuel station near the Polish border on 13 September, after which Poland scrambled jets and briefly shut Lublin and Rzeszow airports. Donald Trump signed a Russia sanctions act targeting energy, defence and the shadow fleet, which Kremlin spokesperson Dmitry Peskov called unfriendly, and Zelensky told the UN General Assembly that Putin was the only driving force of the war.

Ballistic missile and drone attacks around Kyiv killed at least 17 civilians overnight into 4 August, the UN human rights office said, and strikes on 20 August killed at least 17 more, according to local authorities, damaging a children's hospital and a school. HRMMU said July had been the deadliest month for Ukrainian civilians since May 2022, with at least 437 killed, and a WHO warehouse of frontline medical supplies in Dnipro was destroyed after repeated strikes, the UN said. The Zaporizhzhia nuclear plant lost its last off-site power line on 20 August and relied on emergency diesel generators to cool its reactors, the IAEA said. Ukraine said it damaged four Russian warships in an attack on the Novorossiysk naval base on 12 August, Tatarstan authorities said a drone attack on Nizhnekamsk killed 13 people, nine of them in a workers' hostel, and the Moscow and Rostov governors said a later Ukrainian attack killed six. An explosive-laden drone struck the wing of a Ukrainian An-124 cargo plane at Leipzig/Halle airport without detonating, Moldova recalled its ambassador to Moscow after a drone or missile exploded near a village, and Romanian F-16s disabled an explosive-laden sea drone in Romania's economic zone. Russia and Ukraine exchanged 103 prisoners of war each, and at the end of the month Russia's defence ministry said it was preparing massive strikes on Ukraine's energy infrastructure in retaliation for Ukrainian drone attacks.

July 2026

Russian missile and drone attacks on Kyiv killed 31 people overnight into 2 July, according to Ukraine's State Emergency Service, and at least 19 four days later, the Kyiv Independent reported, and the UN monitoring mission later said July was the deadliest month for civilians since May 2022, with at least 437 killed and 2,610 injured. A daytime ballistic missile strike on a defence industry gathering near Kyiv on 24 July killed at least 10 people, Ukraine's Prosecutor General said, and overnight strikes on 30 to 31 July killed at least 12 civilians, including three children, according to Ukrainian authorities cited by the UN. A missile barrage on Kyiv overnight into 19 July destroyed a market and damaged a WHO warehouse, the UN said, and the UN and partners launched a winter plan seeking US$358.4 million to support 2.1 million people as attacks on energy continued. IOM found about 3.9 million people internally displaced in Ukraine as of June, about 132,000 of them newly displaced from January to June. Russian commanders told Putin on 3 July that their forces had taken Kostiantynivka, which Ukraine's General Staff denied, and Ukraine said it struck the Omsk refinery among fuel sites across Russia. Russia stopped civilian shipping through the Kerch Strait from 10 July after Ukrainian drone strikes on vessels in the Sea of Azov, Romania shot down drones over its territory on three consecutive days, and an object Militarnyi identified as a Russian cruise missile crashed in a field in Poland's Lublin province on 30 July. Zelensky dismissed defence minister Mykhailo Fedorov on 15 July and later named Mykhailo Drapaty to replace commander-in-chief Oleksandr Syrskyi, as thousands protested in support of Fedorov.

June 2026

HRMMU recorded 293 civilians killed and 1,990 injured in Ukraine in June, its highest monthly death toll since April 2022, and 1,396 killed from January to June. An attack with 73 missiles and 656 drones overnight into 2 June killed at least 22 people, 16 of them in Dnipro, Ukrainian officials said, and later overnight strikes on Kyiv and Kharkiv killed civilians and damaged the grounds of the Kyiv Pechersk Lavra, the UN said. HRMMU counted at least 423 Russian attacks on electricity facilities between October 2025 and March 2026 and verified 129 executions of Ukrainian prisoners of war since 2022. A drone damaged the spent nuclear fuel storage site in the Chornobyl zone without exceeding radiation safety limits, according to Zelensky, who called it a Russian attack, and the IAEA reported a heavy attack on the thermal plant that links the Zaporizhzhia nuclear plant to the grid. Ukraine's General Staff said its drones struck the Moscow Oil Refinery, the second attack there in a week, in what the Moscow mayor described as the largest reported drone attack on the capital, and Russian-installed authorities declared an emergency in Crimea on 26 June amid Ukrainian strikes on its supply routes and power. A drone attack on two cargo ships in Taganrog Bay killed five Azerbaijani sailors, Azerbaijan's foreign ministry said, and Ukraine's Southern Defence Forces said troops raised the national flag on the Kinburn Spit. Ukraine and Russia exchanged 185 prisoners of war each and later 160 each, Bulgaria's new government said it would stop sending arms to Ukraine, and the EU extended temporary protection for Ukrainian refugees to March 2028.

May 2026

HRMMU recorded 274 civilians killed and 1,763 injured in Ukraine in May, the deadliest month since April 2022, according to its report as cited by the Kyiv Independent. An overnight missile attack on Kyiv on 14 May partly collapsed an apartment building, killing at least 24 people including three children, city officials said, and Russia's defence ministry called it a massive retaliatory strike. Guided bombs killed 12 people in Zaporizhzhia and five in Kramatorsk on 5 May, regional governors said, a day after missiles struck Merefa in Kharkiv Oblast, killing at least seven. Daytime waves of at least 800 drones on 13 May reached Uzhhorod for the first time and killed at least 14 people across Ukraine, Ukrainian officials said, and overnight into 24 May Russia fired an Oreshnik missile at Bila Tserkva in one of the largest attacks on the Kyiv area. Donald Trump announced a three-day ceasefire for 9 to 11 May and a 1,000-for-1,000 prisoner swap, which Zelensky confirmed, but 205 Ukrainians returned in the first stage, with Ukraine's ombudsman blaming Russia for delays. A drone crashed into an apartment block in Romania's Galati on 29 May, injuring two, which President Nicusor Dan called the most serious event on Romanian territory since 2022, while drone crashes in Latvia led to the resignation of Prime Minister Evika Silina and a NATO jet shot down a suspected stray Ukrainian drone over Estonia. Sweden said it would transfer 16 Gripen fighters to Ukraine, and the IAEA reported that a drone hit the turbine building of the Zaporizhzhia nuclear plant, which Russia and Ukraine blamed on each other.

April 2026

Russia's deadliest attack of the year so far killed at least 17 people in Kyiv, Odesa and Dnipro, Ukrainian officials said, and UN Humanitarian Coordinator Matthias Schmale said the world should not be forced to count the civilian toll every day. A later strike with 47 missiles and 619 drones killed at least 10 people, eight of them in Dnipro, officials said, and the IAEA said a drone strike near the Zaporizhzhia nuclear plant killed a driver. UNHCR recorded 5,762,000 refugees from Ukraine globally, excluding Russia, as of the end of April. Russia's defence ministry claimed full control of Luhansk Oblast, which a Ukrainian military spokesperson disputed, and Ukrainian units pulled back near Myropilske in eastern Sumy Oblast. Ukraine's General Staff confirmed a drone strike on the Tuapse oil refinery, where the Krasnodar governor said two children were killed. The Kremlin ordered an Easter pause in fighting on 11 and 12 April, which Zelensky said Ukraine would reciprocate, but each side accused the other of breaking it, Ukraine's General Staff counting 7,696 Russian violations; Russia's defence ministry said 175 prisoners of war each were exchanged before the truce. The EU finalised a 90 billion euro loan for Ukraine and approved its 20th sanctions package after Hungary and Slovakia lifted their vetoes once Druzhba pipeline oil flows resumed.

March 2026

A ballistic missile hit a five-storey apartment block in Kharkiv, killing 11 people including two children, according to local authorities, and a later attack killed six people across Ukraine and set fire to St Andrew's Church in Lviv's UNESCO-listed old town, officials said. The UN Humanitarian Coordinator condemned a drone strike on an evacuation van of the Ukrainian NGO Proliska in Donetsk Oblast that killed two women, citing Russian forces' increasing use of such drones against civilians and aid workers. Moldova declared a 15-day environmental alert after oil contamination linked to a Russian strike on Ukraine's Novodnistrovsk hydropower plant reached the Dniester, threatening its water supply, and Romania's foreign minister said Russia bore full responsibility. A UN commission of inquiry found that Russian authorities' deportation and forcible transfer of Ukrainian children amounted to crimes against humanity, saying it had verified more than 1,200 cases. Ukraine's Air Assault Forces said they had retaken nine settlements in the Oleksandrivka sector, and Ukraine's military said it struck the Kremniy El microchip plant in Bryansk with Storm Shadow missiles, where the regional governor said at least seven people were killed. Stray Ukrainian drones crashed in Latvia and hit the chimney of an Estonian power plant during Ukrainian strikes on Russian Baltic ports, with no one hurt. Russia and Ukraine exchanged 500 prisoners each over two days in early March, and US and Ukrainian delegations met in Miami on 21 and 22 March after the US-Israeli strikes on Iran postponed a planned trilateral round.

February 2026

A drone attack on a bus carrying coal miners near Ternivka in Dnipropetrovsk Oblast killed 12 civilians, local authorities reported, and a bombing in central Lviv on 22 February killed a police officer and a soldier, which Zelensky said Russia organised. Russia launched 71 missiles and 450 drones overnight on 3 February, two days after the Kyiv pause expired, according to Zelensky, critically damaging Kyiv's Darnytsia heat and power plant, and fired 50 missiles and 297 drones mainly at Kyiv and its suburbs on 22 February, Ukraine's air force said. HRMMU reported that civilian casualties in 2025 were 31% higher than in 2024 and a spike in reported executions of captured Ukrainian soldiers, and IOM warned that 325,000 returnees could be displaced again as the energy crisis deepened. Ukraine's commissioner for missing persons said more than 90,000 people were listed in the national register of those missing under special circumstances. Commander-in-chief Oleksandr Syrskyi said on 23 February that Ukrainian forces had retaken eight settlements and about 400 square kilometres in the south, and Ukraine's General Staff said Flamingo cruise missiles hit the Votkinsk missile plant in Russia. Russian authorities said a Ukrainian drone strike on the Dorogobuzh fertilizer plant in Smolensk region killed at least seven people. Talks in Abu Dhabi on 4 and 5 February produced an exchange of 157 prisoners each, but a Geneva round on 17 and 18 February ended without a breakthrough, and Zelensky told the Munich Security Conference that territorial concessions would not bring peace.

Russian strikes on energy in a cold snap left almost 6,000 Kyiv apartment buildings without heating after an attack on 9 January that killed four people in the city, officials said, and 5,635 buildings were without heating after further strikes on 20 January, the UN human rights office said, citing Kyiv's mayor. UN High Commissioner for Human Rights Volker Türk said he was outraged by the attacks on Ukraine's energy system and called them a clear breach of the rules of war, and President Zelensky declared emergency measures for the energy sector centred on Kyiv. A drone hit a passenger train in Kharkiv Oblast, killing at least five, on a day Ukrainian officials said Russian strikes killed 12 across Ukraine, and HRMMU recorded 161 civilians killed and 757 injured in January. In Russian-occupied Khorly, the Moscow-installed governor said a drone strike on a cafe on New Year's night killed at least 28 people, a toll not independently confirmed, while Ukraine's military said it strikes only military targets. Russia fired an Oreshnik intermediate-range ballistic missile at the Lviv area on 9 January, which its defence ministry called retaliation for an alleged drone attempt on a Putin residence that Kyiv denies, and DeepState reported Russian forces advancing in Huliaipole. The first trilateral US-Ukraine-Russia talks opened in Abu Dhabi on 23 January, with Kremlin spokesman Dmitry Peskov calling a Ukrainian withdrawal from Donbas a very important condition, and Russia later handed over 1,000 bodies it said were Ukrainian soldiers while Ukraine returned 38. The Kremlin confirmed that Donald Trump had asked Vladimir Putin to refrain from striking Kyiv until 1 February, a pause Zelensky said took effect on 30 January.

December 2025

HRMMU verified 2,514 civilians killed and 12,142 injured in Ukraine in 2025, while Russia's foreign ministry said Ukrainian attacks killed at least 1,065 civilians that year, a party's count not independently verified. The UN Humanitarian Coordinator said on 17 December that Odesa had been without power for more than a week and roughly half of Kherson city without electricity for several days, and a 27 December attack on Kyiv cut heating to about a third of the city, mayor Vitali Klitschko said. Ballistic missiles struck a port facility in Odesa region on 19 December, killing at least eight people, some of them on a bus, according to Ukraine's State Emergency Service. Putin announced the capture of Pokrovsk and Vovchansk on 1 December, which Ukraine disputed, saying fighting continued in both, and Ukraine's General Staff said on 23 December its troops had withdrawn from Siversk. US envoys met Putin in the Kremlin on 2 December without a compromise on territory, Zelensky unveiled a 20-point draft on 23 December, and at Mar-a-Lago on 28 December he and Donald Trump both cited progress while the future of Donbas stayed unsettled. EU leaders agreed on 19 December a 90 billion euro loan for Ukraine for 2026 and 2027 after failing to agree to use frozen Russian assets. Russian foreign minister Sergei Lavrov said on 29 December that Ukraine had sent 91 drones at Putin's Valdai residence and that Russia would revise its negotiating position, an allegation Zelensky called fake.

November 2025

Russian missiles hit two apartment blocks in Ternopil on 19 November, killing at least 38 civilians including eight children, HRMMU verified, and UN High Commissioner for Human Rights Volker Turk said he was appalled by the casualties. A strike on Ukraine's grid on 8 November knocked out all of state generator Centrenergo's working thermal capacity, the company said, and an attack on 25 November killed at least eight people, mainly in Kyiv, according to authorities cited by HRMMU. IOM said on 12 November that 3.7 million people were internally displaced in Ukraine and that more than 1.3 million displaced renters were using savings to pay rent. Russian commanders told Vladimir Putin on 20 November that they had captured Kupiansk, and Ukraine's commander-in-chief Oleksandr Syrskyi said the situation had significantly worsened on the Huliaipole and Oleksandrivka axes, where Ukrainian troops withdrew from two villages. A Russian drone set a gas tanker ablaze at Izmail port on 17 November, leading Romania to evacuate a village across the Danube, and naval drones hit two sanctioned tankers off Turkey on 28 November and the Caspian Pipeline Consortium terminal at Novorossiysk a day later, which Kazakhstan protested. The US presented Ukraine with a 28-point peace plan on 20 November and talks in Geneva on 23 November drafted an updated framework, and on 28 November Zelensky's chief of staff and lead negotiator Andriy Yermak resigned after anti-corruption searches. In Poland, an explosion damaged the Warsaw to Lublin railway line near Mika on 15 November, an incident the Leiden dataset codes as sabotage.

October 2025

A Russian strike on energy facilities on 10 October left more than 700,000 Kyiv households without power, the energy company DTEK said, the first of three large-scale October strikes on energy that HRMMU said caused emergency outages in most regions. HRMMU recorded 148 civilians killed and 929 injured in October, and IOM put the number of internally displaced people in government-controlled areas at 3,700,000. Drones set fire to two marked UN aid trucks in Bilozerka, Kherson region, on 14 October, an attack the UN Humanitarian Coordinator attributed to Russia's armed forces, and officials said an overnight attack on 22 October killed six people in Kyiv and its region, including two children. Repairs to the Zaporizhzhia nuclear plant's power lines began on 18 October under local ceasefire zones, the IAEA said. Vladimir Putin said in late October that Ukrainian forces in Pokrovsk and Kupiansk were encircled, which Ukraine's commander-in-chief Oleksandr Syrskyi denied. Donald Trump announced a summit with Putin in Budapest after a call on 16 October, but it was shelved five days later, and on 22 October the US sanctioned Rosneft and Lukoil, its first new Russia sanctions since Trump took office. Drone sightings closed Munich airport on 2 and 3 October, and Poland detained eight people on 21 October, three of them linked to a plot to send incendiary parcels to Ukraine, according to the Leiden dataset.

September 2025

A Russian air strike on pensioners queuing for payments in the village of Yarova in Donetsk region on 9 September killed at least 25 people, the regional governor said, and prosecutors said artillery fire on Kostiantynivka on 3 September killed eight civilians. Ukraine's air force said Russia launched 810 drones and 13 missiles overnight into 7 September, the largest attack of the full-scale war, which set the Cabinet of Ministers building in Kyiv on fire; HRMMU said at least five civilians were killed. The Zaporizhzhia nuclear plant lost all off-site power on 23 September, beginning what the IAEA called by far the longest such event of the war. Ukraine's General Staff said its forces struck the Kirishi refinery in Leningrad region on 14 September, part of an intensified campaign against Russian refineries. Poland said 19 Russian drones entered its airspace on 10 September and that some were shot down, the first time NATO allies used force against such drones, while Russia's defence ministry said it had no intention of targeting anything in Poland. Estonia said three Russian MiG-31 jets entered its airspace for about 12 minutes on 19 September, which Russia denied, and drone sightings closed Copenhagen and Oslo airports on 22 September, with Denmark's prime minister saying she could not rule out Russian involvement. At a Paris summit on 4 September, 26 countries pledged to support a reassurance force for Ukraine after a ceasefire, and Donald Trump wrote after meeting Zelensky at the UN General Assembly that Ukraine with EU support could win all its territory back.

August 2025

A Russian strike on Kyiv on 28 August killed at least 25 people, including four children, and collapsed an apartment block, city authorities said, and also damaged the EU delegation. By the end of August, HRMMU had verified 14,116 civilians killed and 36,481 injured in Ukraine since February 2022. A mass attack on western Ukraine on 21 August hit a US-owned electronics plant in Mukachevo, where regional authorities said 23 people were injured. DeepState reported a Russian push toward the Dobropillia-Kramatorsk road on 11 August, and in eastern Poland a drone that the defence minister called Russian exploded in a field near Osiny on 20 August. Ukrainian drones struck the Druzhba pipeline's Unecha pumping station on 21 August, disrupting flows to Hungary and Slovakia, and Hungary's foreign minister Peter Szijjarto called it an attack on Hungary's sovereignty. Donald Trump and Vladimir Putin met in Alaska on 15 August without announcing a ceasefire or deal, and three days later President Zelensky and seven European leaders met Trump at the White House on security guarantees. Prisoner exchanges continued, with 84 people swapped each way on 14 August and, according to Russia's defence ministry, 146 prisoners of war each on 24 August.

July 2025

The UN Human Rights Monitoring Mission (HRMMU) recorded 286 civilians killed and 1,388 injured in Ukraine in July, its highest monthly death toll since May 2022. A missile and drone strike on Kyiv on 31 July killed 32 people, the capital's highest verified civilian toll of the war according to HRMMU, and aerial bombs on a penal colony in Zaporizhzhia region on 28 July killed at least 16 prisoners, a strike the Kremlin denied carrying out. Ukraine's air force said Russia fired 728 drones and 13 missiles overnight into 9 July, mainly at Lutsk, the largest attack of the war at that point, and WHO recorded an attack affecting a health facility and a health warehouse in Kyiv. Russia's defence ministry claimed the capture of Chasiv Yar on 31 July, a claim Ukraine's military rejected, while the monitoring group DeepState reported Russian infiltration groups inside Pokrovsk. The White House paused some weapons shipments to Ukraine on 1 July after a Pentagon stockpile review, and a third round of direct talks in Istanbul on 23 July agreed an exchange of at least 1,200 prisoners each but no ceasefire. President Donald Trump said on 29 July that Russia had ten days to agree a ceasefire, after which he had threatened secondary tariffs of up to 100 percent on buyers of Russian goods.

June 2025

June was marked by 232 civilians killed and 1,343 injured, the UN Human Rights Monitoring Mission recorded, and an overnight attack on Kyiv killed 30 people and injured 172, according to Ukrainian officials, the deadliest attack on the city in almost a year. Local officials said a daytime ballistic missile attack on Dnipro and nearby Samarske killed at least 21 people and damaged a passenger train, and Russia's largest air attack of the war, with 477 drones and 60 missiles, killed two civilians and an F-16 pilot. Ukraine's SBU said drones launched inside Russia hit 41 military aircraft at four air bases, Russia confirmed aircraft fires in the Murmansk and Irkutsk regions, and the SBU said an underwater blast damaged supports of the Crimean Bridge. Putin told Trump Russia would have to respond, and days later Russia launched more than 400 drones and 40 missiles, killing four people including three emergency workers in Kyiv, Zelensky said. A second round of talks in Istanbul ended without a ceasefire but with agreement to exchange all seriously wounded and sick prisoners and young soldiers, and Ukraine's prisoner coordination body said Russia returned 1,200 bodies under the deal. Russian forces took a series of border settlements in Sumy oblast, and Russian state media claimed the first capture of a village in Dnipropetrovsk oblast, which Ukrainian officials did not confirm. WHO recorded attacks on health care in places including Kherson, Kupiansk and Kremenchuk.

Local authorities said a drone strike on an evacuation minibus near Bilopillia in Sumy region killed nine people, most of them elderly women, and the Sumy governor later ordered the mandatory evacuation of 11 more border villages. Russia launched a then-record 273 drones in one night and, later in the month, three nights of mass missile and drone attacks on Kyiv and other cities that UN human rights chief Volker Turk said killed at least 14 civilians and injured 88. WHO recorded attacks on health care in places including Kherson and Bilozerka. Russia's unilateral 72-hour Victory Day truce began with both sides reporting continued fighting, and after the leaders of the UK, France, Germany and Poland demanded a 30-day ceasefire in Kyiv, Putin proposed direct talks in Istanbul instead. The first direct Russia-Ukraine talks since 2022 produced no ceasefire but an agreement to exchange 1,000 prisoners each, which was carried out over three days as the largest exchange of the war. After a two-hour call with Trump, Putin offered to work on a peace memorandum but did not accept a 30-day ceasefire, and Trump later wrote that Putin had gone absolutely crazy. Kremlin negotiator Vladimir Medinsky said Moscow was ready to continue contacts, and cited the 21-year Great Northern War as a sign Russia would fight as long as it took.

April 2025

The UN Human Rights Monitoring Mission recorded 209 civilians killed, 19 of them children, and 1,146 injured in April. A ballistic missile detonated over a playground in Kryvyi Rih, killing 20 civilians including nine children, which the mission called the deadliest single attack for children it had verified, and Russia's claim that it targeted military personnel was called false by Ukraine. Two ballistic missiles struck central Sumy on Palm Sunday, killing 35 according to the regional prosecutor's office, and a missile and drone attack on Kyiv killed at least 11, prompting Trump to post "Vladimir, STOP!" Russia's Valery Gerasimov said Kursk region had been fully retaken and for the first time credited North Korean troops, a claim Ukraine disputed, saying fighting continued. Putin declared a 30-hour Easter truce as the sides exchanged 246 prisoners each, and Zelensky accused Russia of about 2,000 violations; the Kremlin later announced a 72-hour ceasefire for 8 to 10 May, while Kyiv called for 30 days. Rubio warned the US could abandon its peace efforts, a reported US framework would recognise Russian control of Crimea, and the US and Ukraine signed a minerals agreement creating a joint Reconstruction Investment Fund. In Europe, the Leiden dataset recorded hackers taking control of a Norwegian dam, which Norway's spy chief said were Russian.

March 2025

In March 164 civilians were killed and 910 injured, according to the UN Human Rights Monitoring Mission, which said an attack on Dobropillia killed 11 civilians and injured 47 on a day Russia fired missiles and drones at gas and energy sites. The US paused military aid and intelligence sharing after the Oval Office argument, then restored them after talks in Jeddah at which Ukraine accepted a US proposal for a 30-day ceasefire, subject to Russian acceptance. Putin said the ceasefire idea was right but raised questions, and after a call with Trump agreed only to a 30-day halt to strikes on energy infrastructure, hours before Russian drones hit a hospital in Sumy and power sites in Sloviansk. Russian forces retook villages around Sudzha and entered the town, and Ukraine's General Staff later confirmed the withdrawal from the largest town it had held in Kursk region. Ukraine launched its largest drone attack on Moscow and the surrounding region, which Russian officials said killed at least three people, and Russia and Ukraine blamed each other for a fire at the Sudzha gas metering station. After parallel talks in Riyadh the White House announced Black Sea and energy arrangements, which the Kremlin tied to sanctions relief, and the sides exchanged 175 prisoners each. Putin suggested Ukraine could be placed under a temporary UN administration to hold new elections, an idea a US spokesperson rejected.

UNHCR said 10.6 million Ukrainians were displaced, almost a quarter of the pre-war population, and that 12.7 million people inside Ukraine needed humanitarian assistance, while the UN Human Rights Monitoring Mission recorded 129 civilians killed and 588 injured in February. A missile strike on an apartment building in Poltava killed at least 14 people, including two children, the State Emergency Service said, and a strike on a boarding school in Ukrainian-held Sudzha killed at least four, with Kyiv and Moscow blaming each other. Zelensky said a drone struck the protective confinement over Chornobyl's destroyed reactor and started a fire, and the IAEA said the inner containment was not breached. Trump said he and Putin had agreed to begin negotiations, and US and Russian delegations met in Riyadh without Ukrainian or European officials, after defence secretary Pete Hegseth called a return to Ukraine's pre-2014 borders unrealistic. Trump called Zelensky a dictator without elections, and Zelensky said he was ready to give up the presidency if that achieved peace. On the third anniversary of the invasion, the UN General Assembly backed a resolution naming Russia the aggressor by 93 votes to 18, with the US voting against, and a White House meeting between Zelensky, Trump and JD Vance broke down with the minerals deal unsigned. On the front, Ukrainian forces retook Pishchane south-west of Pokrovsk, and the sides exchanged 150 prisoners of war each.

The UN Human Rights Monitoring Mission recorded 139 civilians killed and 738 injured in Ukraine in January, and guided bombs on an industrial site in Zaporizhzhia killed 13 and injured 122, according to the State Emergency Service. Ukrainian officials said a drone strike on an apartment block in Sumy killed nine people, and the grid operator imposed emergency power cuts in six regions during a large missile strike on energy targets. Russian gas transit to Europe through Ukraine ended as the contract expired, and the Guardian reported that Moldova's breakaway Transnistria region cut heating and hot water to households. Russia said it took Kurakhove and claimed Velyka Novosilka, where a Ukrainian brigade said it withdrew only from parts of the town, while reports that Chasiv Yar had fallen were disputed by Ukrainian soldiers and analysts. Ukraine launched a new attack in the part of Russia's Kursk region it held, and Zelensky said Ukrainian forces captured two North Korean soldiers there. Donald Trump urged Putin to settle and stop the war or face tariffs and sanctions, and Putin said Russia was ready for negotiations with him, while the sides exchanged 25 prisoners of war each in the first swap of 2025. EASA advised airlines not to operate in parts of Russian airspace west of longitude 60 degrees East, and in Europe the Leiden dataset recorded damage to the C-Lion1 cable between Finland and Germany investigated as suspected sabotage.

Guided bombs hit a car service station in Zaporizhzhia, killing 10 people, Governor Ivan Fedorov said, and a ballistic missile attack on Kyiv killed one and cut heating to 630 residential buildings, according to Mayor Vitali Klitschko. Russia kept up strikes on the power system, with Zelensky saying 93 missiles and almost 200 drones were launched in one attack, and a Christmas morning strike seriously damaged DTEK thermal power plants. A drone badly damaged an IAEA vehicle on its way to a staff rotation at the Zaporizhzhia nuclear plant, which Zelensky said was Russian, and WHO recorded attacks on health facilities in places including Dnipro and Shostka. Lieutenant General Igor Kirillov, head of Russia's radiological, chemical and biological protection forces, was killed by a bomb in Moscow; Kremlin spokesman Dmitry Peskov accused Ukraine of terrorist methods, and anonymous SBU sources told CNN the service was behind it. South Korea's intelligence service said at least 100 North Korean soldiers had been killed and more than 1,000 wounded in Kursk, while Zelensky put Ukrainian soldiers killed at 43,000 and Russia's defence minister claimed Ukraine had lost almost one million people. The sides carried out a prisoner exchange that Moscow put at 150 for 150 and Kyiv said returned 189 Ukrainians, and the five-year gas transit deal expired, ending Russian gas flows to Europe through Ukraine. In Europe, the Leiden dataset recorded damage to the Estlink 2 power cable by the tanker Eagle S, which Finland investigated.

UNHCR said nearly 4 million people remained displaced inside Ukraine and 6.7 million abroad as the war neared 1,000 days, and that attacks had destroyed 65 percent of Ukraine's energy generation capacity. Russia fired about 120 missiles and 90 drones at the power system in the largest attack in months, killing at least seven people, Ukrainian officials said, and a second mass strike later in the month left more than one million people without electricity in western Ukraine. Regional authorities said a ballistic missile on an apartment block in Sumy killed 11 people, including two children, and the Odesa governor said a strike on Odesa killed 10, seven of them police officers. After reports that Washington had eased limits, Russia said Ukraine fired six US-made ATACMS at Bryansk Oblast, and Bloomberg reported Ukraine used British Storm Shadow missiles in Kursk Oblast for the first time. Russia then struck Dnipro with a new intermediate-range ballistic missile that Putin called Oreshnik, saying it was a response to Ukraine's use of US and British weapons, and he signed an updated nuclear doctrine. A Ukrainian official said North Korean troops in Kursk Oblast had come under fire for the first time, a claim the Kyiv Independent could not verify. In Europe, the Leiden dataset recorded undersea cable cuts in the Baltic linked to the Chinese ship Yi Peng 3 and interference in Romania's presidential election in favour of a candidate opposed to aid for Ukraine.

Ukraine's Prosecutor General's Office said footage showed 16 Ukrainian prisoners of war apparently shot after surrendering near Pokrovsk, and said it was investigating more than 50 similar cases. WHO recorded attacks on health care in places including Kryvyi Rih, Kharkiv and Pokrovsk Raion. Ukraine withdrew from Vuhledar after more than two years of fighting to avoid encirclement, its Khortytsia group said, and Russia said it captured Selydove on the way to Pokrovsk. In the Black Sea, a Russian missile hit a Panama-flagged container ship in Odesa port, killing eight according to the Odesa governor, and Reuters reported that war-risk premiums for Ukrainian ports rose to just over 1% of a vessel's value. NATO's Mark Rutte said North Korean troops had been sent to Russia and deployed to Kursk, and South Korea's intelligence service reported more than 3,000 in Russia, which neither Moscow nor Pyongyang confirmed. UN Secretary-General Antonio Guterres met Putin at the BRICS summit in Kazan and told him the invasion violated the UN Charter, while Kyiv objected to the visit. The sides exchanged 95 prisoners of war each and swapped the remains of fallen soldiers, with Ukraine receiving 501 bodies and Russia 89, The Moscow Times reported.

Two ballistic missiles hit a military communications institute and a nearby hospital in Poltava, killing at least 51 people and injuring 219, according to Ukrainian prosecutors and regional authorities, in one of the deadliest single strikes of the war. An overnight attack on Lviv killed seven civilians, including a mother and her three daughters, regional authorities and the mayor said, and ballistic missiles on Kharkiv injured at least 47 people. Local authorities in Sumy said a repeat strike on a hospital during the evacuation of patients killed 10 people and injured 22, and WHO recorded attacks on health facilities in places including Sumy and Hlukhiv. Russia claimed Memryk on the approach to Pokrovsk, where AFP reported more than half of the residents had fled, and began a counterattack on the western flank of the Ukrainian-held area in Kursk Oblast. A drone strike set off large explosions at a missile and ammunition arsenal in Toropets, Tver Oblast, and 13 people were taken to hospital, the regional governor said. As the US and UK foreign ministers visited Kyiv and Ukraine pressed to use Western missiles deeper inside Russia, Putin said such permission would mean NATO was at war with Russia and announced planned changes to the country's nuclear doctrine. The sides exchanged 103 prisoners of war each, and in Europe the Leiden dataset recorded hoax bomb threats that closed hundreds of Czech schools, which Czechia blamed on Russia.

Ukrainian forces crossed into Russia's Kursk Oblast in the largest cross-border ground operation of the war, and the acting Kursk governor said about 121,000 people had left the border areas, with 180,000 subject to evacuation. Ukraine's commander-in-chief Oleksandr Syrskyi said troops held 1,150 square km and 82 settlements, while Russia's chief of the General Staff Valery Gerasimov had told Putin the advance was halted, a claim the Kyiv Independent could not verify. In Donetsk Oblast, a strike on a supermarket in Kostiantynivka killed at least 14 people, according to the Prosecutor General's Office, and Pokrovsk authorities urged residents to evacuate as Russian forces advanced. Russia launched more than 100 missiles and about 100 drones in one of the largest attacks on the energy system, causing nationwide power cuts and killing seven people, the State Emergency Service said. Guided bombs on a Kharkiv apartment block and other districts killed at least seven and injured 97, local authorities said, and a missile strike on a Kramatorsk hotel killed a Reuters safety adviser. A fire burned in a cooling tower of the Zaporizhzhia nuclear plant, which each side blamed on the other and which the IAEA said did not affect nuclear safety, and IAEA chief Rafael Grossi called the Kursk nuclear plant's closeness to the fighting extremely serious. The two sides exchanged 115 prisoners each on Ukraine's Independence Day, including Russian conscripts captured in Kursk.

July 2024

A daytime wave of Russian missiles struck Kyiv and other cities, and the UN Human Rights Monitoring Mission verified at least 43 civilians killed, including five children, and 147 injured, saying it made July the deadliest month for civilians since October 2022. The cause of the damage to Kyiv's Okhmatdyt children's hospital is disputed: the mission's head Danielle Bell said a direct hit by a Kh-101 missile was highly likely, while Russia's UN envoy Vassily Nebenzia said it was a Ukrainian air defence missile. Kyiv also faced its largest drone attack of the year, with about 11,500 people sheltering in metro stations, while WHO recorded attacks on health facilities in Kherson and elsewhere. On the front, Russian forces took Prohres on the Pokrovsk axis, according to the mapping project DeepState, and Ukraine's southern command said most of its positions in Krynky on the Dnipro left bank were destroyed. The Krasnodar governor said a drone attack on a ferry at Port Kavkaz killed one person, and Romania said fragments of a Russian drone landed on its territory across the Danube from Izmail. A NATO summit called Ukraine's path to membership irreversible and set a 40 billion euro aid baseline, which Dmitry Medvedev answered by saying the path should end with the disappearance of Ukraine or NATO. In Europe, incendiary parcels ignited at DHL facilities in Germany and the UK, incidents in which Russia was suspected, according to the Guardian as recorded by the Leiden dataset.

An overnight strike on energy sites left the Dnipro hydroelectric station in critical condition and no longer generating, Zaporizhzhia Governor Ivan Fedorov said, with at least 20 people reported injured across Ukraine. WHO recorded attacks on health care in places including Kharkiv and Kupiansk-Vuzlovyi. Russian officials said a missile strike near a Sevastopol beach killed four people, including two minors, and Kremlin spokesman Dmitry Peskov blamed the US; the toll was not independently verified. A peace summit in Switzerland, to which Russia was not invited, ended with a communique signed by 78 countries, after Putin said Russia would cease fire only if Ukraine withdrew from four regions and gave up NATO membership, conditions Zelensky rejected as ultimatums. The G7 agreed a 50 billion dollar loan backed by profits on frozen Russian assets, the US and Ukraine signed a 10-year security pact, and the EU formally opened accession talks with Ukraine and Moldova. Putin and Kim Jong Un signed a treaty with a mutual assistance clause in Pyongyang, and the International Criminal Court issued arrest warrants for Shoigu and Valery Gerasimov over strikes on Ukraine's power grid. In Europe, the Leiden dataset recorded five coffins marked as French soldiers in Ukraine left near the Eiffel Tower and an attempted arson attack on buses in Prague that the Czech prime minister said Russia organised.

Russia opened a cross-border ground offensive into northern Kharkiv region toward Vovchansk, and Governor Oleh Syniehubov reported more than 10,500 people evacuated by 20 May, while OCHA said over 14,000 had fled six border communities. In Kharkiv city, guided bombs hit a crowded DIY hypermarket, killing 19 people according to Interior Minister Ihor Klymenko, and a missile strike on a printing house killed seven workers, the governor said. A mass missile and drone strike hit power plants in six regions and put two hydroelectric plants out of service, and Ukraine introduced rolling blackouts from 15 May. In Belgorod, Russia's Emergency Situations Ministry said the collapse of part of an apartment block killed at least 16 people, which Russia blamed on a Ukrainian missile fragment and a Ukrainian official rejected; the Kyiv Independent could not verify the claims. Russia announced drills to practise the use of tactical nuclear weapons, and Putin replaced Defence Minister Sergei Shoigu with the economist Andrei Belousov days after his inauguration. US officials told Politico that President Biden had allowed Ukraine to use US weapons against targets in Russia near Kharkiv, and the two sides exchanged 75 prisoners of war each. In Europe, the Leiden dataset recorded a fire that destroyed a large Warsaw shopping centre, which Prime Minister Donald Tusk said Russians may have been behind, and a false report of Polish mobilisation planted on the national news agency after a hack.

Ukraine's State Emergency Service said a missile strike on central Chernihiv killed 18 people and injured 78, and Odesa city council said a cluster-armed missile strike on Odesa killed seven. Russian strikes on the power system continued, destroying the Trypilska thermal power plant, the main supplier to Kyiv, Zhytomyr and Cherkasy oblasts, and seriously damaging four DTEK plants later in the month; Zelensky said Ukraine had run out of air defence missiles to protect Trypilska. The IAEA confirmed at least three direct drone strikes on reactor containment structures at the Russian-occupied Zaporizhzhia nuclear plant, without saying who launched them, and Ukraine's military intelligence denied involvement. A missile snapped Kharkiv's television tower, WHO recorded attacks on health facilities in Kharkiv, and drones struck an industrial zone and refinery in Tatarstan more than 1,200 km from Ukraine. Zelensky signed a new mobilisation law after lowering the draft age from 27 to 25, and after months of delay the US Congress passed and President Biden signed about 61 billion dollars in aid for Ukraine. In Europe, the Leiden dataset recorded arrests in Germany over alleged spying on US bases and sabotage plans, and in Poland over an alleged plot to assassinate Zelensky.

Odesa was hit repeatedly: officials said a drone strike on an apartment building killed 12, including five children, and a repeat ballistic missile strike that hit rescuers killed 21 and injured at least 73, according to the Interior Ministry. Russia launched its largest strike on Ukraine's energy system, which UN News said left more than 1.5 million people without power and killed at least five, hitting the Dnipro hydroelectric plant and cutting the Zaporizhzhia nuclear plant's last main power line for about five hours, according to the IAEA. A second mass strike a week later damaged three DTEK thermal power plants and power stations and homes in 10 regions, according to DTEK and the Interior Ministry, while WHO recorded attacks on health facilities in places including Kharkiv and Vovchansk. Ukraine's military intelligence said naval drones sank the patrol ship Sergey Kotov in the Kerch Strait, and drone attacks set fires at Russian refineries in Oryol and Kstovo, with no official claim from Kyiv. Russia held its presidential election, which returned Putin for a fifth term, in occupied areas of Ukraine as well, which the UN called unacceptable, while Russian armed groups fighting for Ukraine claimed raids into Kursk and Belgorod regions. Gunmen killed at least 143 people at Crocus City Hall near Moscow, Russian authorities said; Islamic State claimed the attack, and Russia's Investigative Committee alleged the attackers were paid from Ukraine, which Kyiv and its allies rejected. In Europe, the Leiden dataset recorded a foiled plot to kill Rheinmetall's chief executive and arson attacks on a Ukraine-linked business in London and near Madrid.

February 2024

Kharkiv local authorities said a drone strike on a petrol station started a fire that killed seven people, including three children, and the UN Human Rights Monitoring Mission put verified civilian deaths since February 2022 at 10,582, with 19,875 injured. President Zelensky replaced commander-in-chief Valerii Zaluzhnyi with Oleksandr Syrskyi, who days later said Ukrainian forces had withdrawn from Avdiivka to avoid encirclement as Russia claimed control of the town; Zelensky blamed a shortage of weapons and stalled US aid. At sea, Ukraine's military intelligence said it sank the corvette Ivanovets and the landing ship Tsezar Kunikov off Crimea, losses Russia did not acknowledge in the sources opened. Opposition politician Alexei Navalny died in an Arctic prison colony; US President Joe Biden said Putin was responsible, the Kremlin rejected the accusation, and the UN called for a full and transparent investigation. EU leaders agreed a 50 billion euro Ukraine Facility after Hungary dropped its objection, and the US imposed sanctions on more than 500 targets to mark two years of the full-scale invasion. Zelensky said about 31,000 Ukrainian soldiers had been officially recorded as killed, Russia's defence minister claimed Ukraine had lost 444,000 soldiers, and a Mediazona and Meduza estimate put Russian military dead at 75,000 or more. French President Emmanuel Macron said sending troops to Ukraine could not be ruled out, and Putin warned in his address to parliament that Western support for Kyiv risked a nuclear conflict.

January 2024

January opened with a large Russian missile and drone attack on Kyiv and Kharkiv that local officials said killed six people, and a second mass missile attack later in the month killed at least 12 and injured more than 80 nationwide, according to the Kyiv Independent. Donetsk Oblast Governor Vadym Filashkin said Russian S-300 missiles killed 11 people in Pokrovsk and Myrnohrad, five of them children, and the UN Human Rights Monitoring Mission reported 90 civilians killed and 421 injured in figures dated 3 January. In Russian-held Donetsk, the Russian-installed official Denis Pushilin said shelling of a market killed at least 27 people and blamed Ukraine, which said it carried out no operations there; AFP could not verify the circumstances. Russia said a military transport that crashed in Belgorod region carried 65 Ukrainian prisoners of war and that Ukraine shot it down, a claim Putin repeated, while Ukrainian officials disputed that prisoners were aboard and the UN said it could not verify the reports. The two sides still carried out two prisoner exchanges mediated by the United Arab Emirates, the first of which Ukrainian officials called the largest since the full-scale invasion, with 230 Ukrainians returned. Ukrainian officials said their forces downed a Russian A-50 radar plane over the Sea of Azov, and drone attacks reached oil and gas terminals near St Petersburg and at Ust-Luga, which anonymous Ukrainian sources described as Ukrainian operations. The UK signed a security cooperation agreement with Ukraine and pledged 2.5 billion pounds in military aid for 2024-25, the first of a series of such bilateral agreements.

Ukraine's air force said Russia launched 158 missiles and drones in the largest air attack of the war, and Ukrainian officials put the toll at 41 killed, 17 of them in Kyiv, with a maternity ward in Dnipro among the buildings damaged; Russia's UN ambassador said the strikes targeted only military infrastructure. A strike on central Belgorod killed at least 21 people, including three children, Russia's emergencies ministry said, and Russia called it a terrorist attack by Kyiv before striking Kharkiv in what it called a response, injuring at least 22 people according to Ukraine's National Police. Debris from a ballistic missile attack on Kyiv injured 53 people, the mayor said, strikes on Kherson burned down Ukrainian Red Cross and NGO aid warehouses, and the UN said 15 aid workers had been killed in Ukraine in 2023. WHO recorded attacks affecting health facilities in Kharkiv and Pokrovsk. The UK defence ministry said Russian forces likely controlled most of ruined Marinka, and a Ukrainian military spokesman said Russian forces had advanced 1.5 to 2 kilometres in places around Avdiivka since 10 October at heavy cost. Ukraine's air force commander said his forces destroyed the landing ship Novocherkassk at Feodosia, which Russia said was damaged, and a cyberattack claimed by a Russian hacker group knocked out Kyivstar, Ukraine's largest mobile operator. EU leaders decided to open accession negotiations with Ukraine and Moldova.

The UN Human Rights Monitoring Mission said verified civilian deaths since the invasion had passed 10,000, including more than 560 children, with more than 18,500 injured, and that from August to October 86 percent of verified civilian casualties were in government-controlled territory. Strikes on central Kherson hit a hospital and an ambulance, killing and injuring civilians including health workers, according to the UN humanitarian coordinator, who citing WHO said more than 1,300 attacks on health care had been verified in Ukraine since February 2022. The UN warned that strikes on power, gas, water and hospitals were putting front-line communities at risk as winter began, and the largest drone attack of the war so far, 75 drones mainly at Kyiv, left nearly 200 buildings in the capital without power, Ukrainian officials said. A strike on a civilian ship entering Pivdennyi port killed a port pilot, the UN said, and overnight strikes on Odesa damaged the Fine Arts Museum and injured eight people, according to Ukraine's interior minister. The last workers were evacuated from the Avdiivka coke plant as Russian assaults continued, and Ukraine said it struck the Zalyv shipyard in Kerch, while Russia's defence ministry said one ship was damaged. Commander-in-chief Valerii Zaluzhnyi described the war as a stalemate entering a positional phase, a description President Zelensky rejected. Polish hauliers blocked three border crossings with Ukraine, and Ukraine's ombudsman Dmytro Lubinets said prisoner exchanges were not taking place because Russia did not want them.

A missile hit a wake in the village of Hroza, killing 59 civilians; the UN monitoring mission found no military target nearby and reasonable grounds to believe Russia carried out the strike, while Russia's UN representative called the gathering a legitimate military target. UN monitors said more than 1,000 civilians were killed in the six months to July, almost six deaths a day, and documented torture and ill-treatment of civilians and prisoners of war by Russian authorities. Missiles killed five people in an apartment block in Zaporizhzhia and workers at a postal depot near Kharkiv, where the toll rose to eight, according to regional officials, and WHO recorded attacks on health care in Kramatorsk Raion. Russian forces launched a large assault to encircle Avdiivka, where AFP reported about 2,000 of 31,000 pre-war residents remained. Ukrainian forces crossed to the Russian-held east bank of the Dnipro in Kherson oblast and entered the village of Krynky, according to geolocated footage analysed by the Institute for the Study of War. Russian drones hit grain storage in Izmail district, a drone attack set fire to the Afipsky oil refinery in Russia's Krasnodar region, and the Leiden dataset records damage to the gas pipeline and telecom cables between Finland and Estonia. Russia's parliament voted to revoke its ratification of the nuclear test ban treaty, and Putin said hand grenade fragments had been found in the bodies of those killed in the Prigozhin crash.

A strike on an outdoor market in Kostiantynivka killed at least 16 people, Ukrainian officials said; Zelensky called it a deliberate Russian attack, while the head of the UN monitoring mission confirmed the deaths without naming who carried it out. The UN Human Rights Monitoring Mission said over 9,500 civilians had been killed and more than 17,000 injured since the invasion, and that the true toll was likely higher. A strike on Lviv burned down a Caritas-Spes warehouse holding about 300 tonnes of aid, which the UN humanitarian coordinator described as a Russian airstrike, and WHO recorded attacks affecting health facilities in Beryslav and Odesa. Russia fired 43 cruise missiles in the first mass strike on Ukraine's energy system in six months, Ukrenergo said, and the UN counted the 21st attack on Ukrainian ports since the grain deal ended. Ukraine struck Black Sea Fleet sites in Crimea, including the Sevastopol shipyard, an air defence system near Yevpatoria and the fleet headquarters, where its special operations forces claimed 34 officers including the commander were killed; Russia's defence ministry then released video it said showed the commander at a meeting. The UN Commission of Inquiry on Ukraine said it found widespread and systematic torture by Russian armed forces in Kherson and Zaporizhzhia regions, and called on Ukraine to investigate a few cases of violations by its own forces.

Two missiles struck central Pokrovsk about 40 minutes apart, killing 10 people, among them a senior rescue officer, Ukraine's State Emergency Service said, and a missile hit the main square and drama theatre in Chernihiv, killing seven, including a 6-year-old girl, according to Ukrainian officials. The UN Human Rights Monitoring Mission had verified 9,511 civilians killed and 17,206 injured since the invasion by late August, a minimum, and WHO recorded attacks affecting health facilities in Kherson and Lyman. Russian drones damaged nearly 40,000 tonnes of grain at the Danube port of Izmail, Ukraine's infrastructure minister said, and a Russian patrol ship fired warning shots at and boarded a cargo ship bound for Izmail. Ukraine announced temporary routes for civilian ships, not agreed with Russia, and the first vessel to use them left Odesa carrying more than 30,000 tonnes of cargo. Ukraine said it had retaken Robotyne in Zaporizhzhia oblast, sea drones attacked the Novorossiysk naval base, where a Ukrainian official said a landing ship was badly damaged, and drones damaged transport aircraft at Pskov airfield, TASS reported. Wagner leader Yevgeny Prigozhin died with all 10 people on board when a private jet crashed in Tver region; Kremlin spokesman Peskov called suggestions that the Kremlin ordered it an absolute lie, and the Pentagon said its initial assessment was that he was likely killed. Saudi Arabia hosted talks in Jeddah on Ukraine's peace proposals without Russia, and 22 Ukrainian soldiers returned in what was the last prisoner exchange of 2023.

A missile strike on an apartment building in Lviv killed 10 people, the mayor said, and two missiles killed six people, including a child, in Kryvyi Rih, according to the regional governor. WHO recorded attacks affecting health facilities in Kryvyi Rih and Dnipro. Russia ended its participation in the Black Sea Grain Initiative, saying its part of the deal had not been implemented, and UN Secretary-General Guterres said the deal had moved over 32 million tonnes of food from Ukrainian ports. An attack on the Crimean Bridge killed two civilians, which Russian officials said was carried out by Ukrainian sea drones, and Russian strikes on Odesa and Chornomorsk that followed destroyed 60,000 tonnes of grain, Ukraine's agriculture minister said; Kremlin spokesman Peskov linked them to the bridge attack. A missile strike on central Odesa killed one person and damaged the Transfiguration Cathedral, and a drone attack on the Danube port of Reni destroyed grain warehouses. Russia and Ukraine each declared that ships bound for the other's Black Sea ports would be treated as carrying military cargo. The United States decided to supply cluster munitions to Ukraine, and NATO leaders in Vilnius said Ukraine's future was in NATO but set no timeline, which Zelensky called unprecedented and absurd.

The Kakhovka dam on the Dnipro was destroyed, flooding about 600 square km of Kherson oblast and forcing evacuations on both banks; Ukraine's interior minister later put the death toll in Ukrainian-held areas at 31. Responsibility for the dam is disputed: Zelenskyy blamed Russian forces, while Kremlin spokesman Dmitry Peskov called it deliberate sabotage by Ukraine. Russian missiles killed 12 people in Kryvyi Rih, at least nine at a restaurant in Kramatorsk, and three, including two children, in Kyiv, according to local officials. A UN report listed Russian forces for killing and maiming children in Ukraine, verifying 477 children killed in 2022, and WHO recorded attacks on health care in Izium and Chuhuiv. Analysts said Ukraine's summer counteroffensive had begun in Zaporizhzhia and southern Donetsk, and Ukraine said it had retaken Blahodatne and Makarivka, which Russia's defence ministry disputed. Wagner forces seized military sites in Rostov-on-Don and drove towards Moscow before a halt brokered by Belarus's Alexander Lukashenko, and Putin called the rebellion betrayal and treason. An African leaders' peace mission visited Kyiv during a missile attack that Foreign Minister Dmytro Kuleba said showed Russia wanted more war, and EU ambassadors agreed an 11th sanctions package aimed at circumvention.

Russian shelling hit a supermarket and a railway station in Kherson region, killing at least 21 people and wounding 48, Zelenskyy said, and a missile strike destroyed a clinic in Dnipro, killing two civilians according to Ukrainian officials. WHO recorded attacks affecting health facilities in Zhytomyr, and Ukraine's commander-in-chief said all 18 missiles fired at Kyiv in one attack, including six Kinzhals, were shot down, with three people injured according to the mayor. After threatening to pull Wagner out of Bakhmut over ammunition, Prigozhin said the city had been completely taken and Russia's defence ministry announced its capture, a claim Ukraine disputed, saying its troops still held part of the western outskirts. The Kremlin said drones had targeted it in an attempt on Putin's life, a claim Zelenskyy denied and the US said it could not validate, and drones later struck Moscow in an attack Russian officials blamed on Ukraine. Armed groups of Russian nationals crossed from Ukraine into Belgorod oblast, where Russian authorities said two civilians died and claimed more than 70 attackers were killed; Ukraine denied involvement. Mediazona and Meduza estimated from Russia's probate registry that about 47,000 Russian combatants had been killed, within a range of 40,000 to 55,000. Russia agreed to stay in the Black Sea grain deal for another 60 days, and UN Secretary-General Guterres said it had let more than 30 million tonnes of grain and foodstuffs leave Ukrainian ports.

WHO recorded attacks affecting health facilities in Uman, Kherson and Pavlohrad. Russia gave Maria Lvova-Belova, named in an ICC warrant, a platform at an informal Security Council meeting, while Ukrainian officials said nearly 8,000 children had been deported, a number Al Jazeera said was hard to verify. Wagner raised a flag over Bakhmut city hall and Prigozhin claimed the city legally taken while acknowledging Ukrainian forces remained in western districts, and the Kremlin said Putin had visited command posts in occupied Kherson and Luhansk regions. Russia's defence ministry said 106 Russian servicemen were freed in a prisoner exchange, and Ukraine said Russia released 100 Ukrainians. Poland and Hungary banned imports of Ukrainian grain and other foods, and the European Commission said unilateral bans were not acceptable. Xi Jinping and Zelenskyy held their first conversation since the invasion, after which Zelenskyy said there could be no peace at the expense of territorial compromises.

Russia fired 81 missiles, including six Kinzhals, killing five people in a residential area of Lviv oblast and one in Dnipropetrovsk oblast according to regional governors, and the occupied Zaporizhzhia nuclear plant was cut from the grid for hours. Police and volunteers evacuated civilians from Chasiv Yar and nearby towns under artillery fire, and WHO recorded attacks affecting health facilities in Kostyantynivka and Kherson. In Bakhmut, Wagner chief Yevgeny Prigozhin claimed about half the city as Ukraine's commanders chose to keep defending it, and he accused Russia's defence ministry of withholding ammunition. The International Criminal Court issued arrest warrants for Putin and children's commissioner Maria Lvova-Belova over the alleged unlawful deportation of children; Russia opened a criminal case against the prosecutor and judges, and Dmitry Medvedev said it was possible to imagine a hypersonic missile fired at the court. Putin visited annexed Crimea and occupied Mariupol a day after the warrant, and later said Russia would station tactical nuclear weapons in Belarus while keeping control of them. The Black Sea grain deal was renewed, with Russia saying it agreed to 60 days and Ukraine saying 120. EU ministers backed a 2 billion euro plan to supply Ukraine with one million artillery shells within 12 months.

A year into the war UNHCR said more than 13 million people remained uprooted, including nearly 8 million refugees recorded across Europe and over 5 million displaced inside Ukraine. The UN Human Rights Monitoring Mission had verified 8,006 civilians killed and 13,287 injured since the invasion by mid-February, which it called a minimum. A missile hit an apartment block in Kramatorsk, killing three people and injuring 21 according to Donetsk oblast police, and an attack of at least 70 missiles hit power plants in six regions, forcing emergency shutdowns; Moldova said a missile crossed its airspace. WHO recorded attacks on health care including a health facility and health transport in Orikhovo-Vasylivka. A Russian offensive on Vuhledar stalled after about two weeks of failed attempts to take the town, the DFRLab said. President Biden made an unannounced visit to Kyiv and announced about $500m in aid, and Putin suspended Russia's participation in the New START treaty, accusing the West of involvement in attempts to attack Russian strategic air bases. On the anniversary the UN General Assembly voted 141 to 7 to demand Russia's withdrawal, China published a 12-point paper calling for a ceasefire and talks, and the US imposed a 200% tariff on Russian aluminium.

A Russian missile destroyed part of an apartment block in Dnipro, killing 46 people and injuring 80 according to the regional military administration, and a missile and drone wave after the Western tank pledges killed 11 people, Ukraine's State Emergency Service said. WHO recorded attacks on health care including health transport in Nova Kakhovka and a health facility in Ochakiv. A Ukrainian strike hit Russian troop quarters in occupied Makiivka on New Year's Day; Russia's defence ministry put its dead at 89 and blamed soldiers' mobile phone use, while Ukraine's claim of about 400 killed was not independently verified. Russia's defence ministry claimed Soledar on 13 January while Ukraine said fighting continued, and later in the month Ukraine confirmed its forces had withdrawn; Russia put chief of the general staff Valery Gerasimov in direct command amid friction with the Wagner group. Putin ordered a 36-hour Orthodox Christmas ceasefire, which Ukraine did not agree to, and presidential adviser Mykhailo Podolyak said a truce was possible only if Russia left the occupied territories. Germany said it would send 14 Leopard 2 tanks and allow other countries to re-export them, and the US said it would send 31 Abrams tanks. The Leiden dataset records a plot to sabotage arms deliveries to Ukraine through Poland in early 2023, which the Washington Post reported Poland foiled.

Drone strikes cut power to more than 1.5 million people in Odesa oblast, Zelenskyy said, and a barrage of at least 76 missiles on 16 December caused emergency blackouts across Ukraine and killed four people in Kryvyi Rih, including a one-year-old boy, Al Jazeera reported. Mass strikes continued with the largest Shahed drone attack yet and 69 cruise missiles on 29 December, after which Kyiv's mayor said 40 percent of the capital's households lost power, and New Year's Eve strikes killed one person and injured 21 in Kyiv, Kyiv Independent reported. Zelenskyy said Russian forces had turned Bakhmut into burned ruins, a volunteer said up to 15,000 civilians remained in the town, and WHO recorded an attack there affecting a health facility, health transport and health workers. Russia's defence ministry said Ukraine had tried to strike the Engels and Dyagilevo air bases deep inside Russia with jet drones, which Ukraine did not formally claim, and Luhansk's governor said Ukrainian forces struck a hotel used by Wagner fighters in occupied Kadiivka. Zelenskyy visited Bakhmut and then travelled to Washington as US officials described a package including a Patriot air defence battery, which Dmitry Medvedev said would be a legitimate target if deployed with NATO personnel. A price cap of 60 dollars a barrel on Russian seaborne crude, agreed by the G7, the EU and Australia, took effect, and Putin later signed a decree banning oil sales to those that applied it. An exchange freed 64 Ukrainian soldiers and a US national, and Foreign Minister Sergei Lavrov said Kyiv should fulfil Russia's demands for demilitarisation and denazification or the Russian army would decide the matter.

Prime Minister Denys Shmyhal said almost half of Ukraine's energy system had been disabled by Russian strikes and Zelenskyy said about 10 million people were without power, and the UN Human Rights Monitoring Mission later said 77 civilians were killed and 272 injured in attacks on energy infrastructure between 10 October and 25 November. A Russian barrage on 23 November killed a newborn boy in a maternity ward in Vilniansk, UN monitors recorded at least 8 civilians killed in Kyiv oblast, and the Zaporizhzhia nuclear plant went into full blackout, Energoatom said. During the largest missile barrage of the war so far, on 15 November, a missile killed two farm workers in Przewodow, Poland, which Polish and US officials said was most likely a Ukrainian air defence missile; Zelenskyy said he was sure it was Russian, and Russia denied involvement. Russia withdrew its forces from Kherson city and the west bank of the Dnipro, Ukrainian forces entered the city, and Ukrainian officials said investigators found 63 bodies with signs of torture in liberated parts of Kherson oblast. Fighting for Bakhmut became the most intense on the front, with Russian assaults led largely by the Wagner Group, and WHO recorded attacks on health care including in Lyman and Bilopillia. The Black Sea Grain Initiative was renewed in Istanbul after more than 11.1 million tonnes of foodstuffs had been shipped since July, UN News said. The European Parliament voted 494 to 58 to declare Russia a state sponsor of terrorism, and the US said North Korea was covertly supplying Russia with artillery shells.

October 2022

Russia opened a campaign against Ukraine's power grid on 10 October, firing 84 cruise missiles and 24 drones at Kyiv and other cities according to Ukraine's military, with at least 19 killed by later tallies; Putin called the strikes a response to the Crimean Bridge blast. Ukraine's emergency service said more than 70 people had been killed and 290 injured in ten days of strikes, Zelenskyy said 30 percent of the country's power stations had been destroyed, and after a barrage on 31 October Kyiv's mayor said 80 percent of consumers in the capital lost water. Iranian-designed Shahed drones hit Kyiv, killing four people including a couple expecting a child, and WHO recorded attacks affecting health facilities in Bakhmut and Zaporizhia. Putin imposed martial law in the four regions Russia claimed, and Russian-installed officials began moving civilians out of western Kherson oblast, which Ukrainian officials and rights groups warned could amount to forced transfers. Russian forces withdrew from Lyman, and an explosion on the Crimean Bridge collapsed road spans, killing three people according to Russian investigators; Putin blamed Ukrainian special services, and Kyiv did not claim it at the time. Russia's defence ministry said drones attacked Black Sea Fleet ships at Sevastopol, blamed Ukraine with British help, which Britain rejected, and suspended its part in the grain deal. The UN General Assembly voted 143 to 5 to condemn Russia's attempted annexation of four regions, an exchange freed 108 Ukrainian women, and Britain, France and the US rejected as transparently false Defence Minister Shoigu's claim that Ukraine was preparing a dirty bomb.

September 2022

After the Russian withdrawal from Izium, Ukrainian authorities found a burial site with about 440 graves and later reported 436 bodies exhumed, most of them civilians according to police, while the UN Human Rights Monitoring Mission had by early September verified 5,718 civilians killed across Ukraine, a minimum. A missile strike on a civilian convoy on the edge of Zaporizhzhia killed 30 people and wounded 88, according to Ukraine's national police; Russian officials blamed Ukraine. Strikes on power infrastructure caused a near-total blackout in eastern Ukraine, Ukrainian officials said, and cruise missiles hit a dam in Kryvyi Rih, where the local military administration said 112 homes were flooded. A Ukrainian counteroffensive retook Balakliia, Kupiansk and Izium in Kharkiv oblast as Russia said it was regrouping its troops, and the largest prisoner exchange of the war freed 215 Ukrainians for 55 prisoners and the politician Viktor Medvedchuk. Putin ordered a partial mobilisation, with Defence Minister Shoigu saying about 300,000 reservists would be called up, and Al Jazeera put the number of Russians entering Georgia, Kazakhstan and Finland at more than 194,000 in a week. An IAEA mission reached the Zaporizhzhia nuclear plant and left staff in place, and underwater explosions ruptured the Nord Stream 1 and 2 pipelines near Bornholm, with responsibility still contested. After votes held under occupation in four regions, which UN Secretary-General Guterres said could not be called a genuine expression of the popular will, Putin signed treaties claiming to annex them, and Zelenskyy announced Ukraine's application for accelerated NATO membership.

August 2022

A Russian missile destroyed a dormitory in Kharkiv, where Meduza, citing Ukrainian officials, reported 17 dead across the city overnight, and a strike on Chaplyne on Independence Day killed 25 according to a presidential aide; Russia's defence ministry said it hit foreign fighters and a military train, which Ukrainian officials denied. WHO recorded attacks on health care including health facilities in Chuhuiv and Balakliya. Shelling damaged equipment at the occupied Zaporizhzhia nuclear plant, with Russia and Ukraine blaming each other, IAEA chief Rafael Grossi called the situation very alarming, and on 25 August the plant was cut from Ukraine's grid for the first time. Explosions destroyed aircraft at the Saky air base in occupied Crimea, which Russia's defence ministry said was a detonation of munitions and not an attack, and an ammunition depot near Dzhankoi exploded in what Russian authorities called sabotage. Ukraine said it had begun offensive operations in the south, including Kherson oblast, which Russia's defence ministry said had failed, and Putin ordered the armed forces enlarged by 137,000 service members. The Razoni became the first grain ship to leave Odesa under the Black Sea deal, carrying about 26,000 tonnes of corn, and Gazprom stopped gas flows through Nord Stream 1 at the end of the month for what it called maintenance. Commentator Darya Dugina was killed by a car bomb near Moscow; Russia's FSB said Ukrainian special services were behind it, which Kyiv denied, and the UN Secretary-General announced a fact-finding mission into the Olenivka prison deaths.

July 2022

Russian cruise missiles struck central Vinnytsia, killing 23 people including three children according to Ukraine's emergency service, and a strike on an apartment block in Chasiv Yar killed 46 according to Ukrainian officials; Russia's defence ministry said both strikes hit military targets. The UN Human Rights Monitoring Mission had verified 4,889 civilians killed and 6,263 injured across Ukraine by 3 July, and said the actual figures were considerably higher. President Zelenskyy ordered the mandatory evacuation of civilians from Donetsk oblast, saying hundreds of thousands remained in combat areas, and WHO recorded attacks affecting health facilities in Bakhmut and Mykolaiv. A blast at the Russian-run Olenivka prison killed dozens of Ukrainian prisoners of war, and the cause is disputed: Russia's defence ministry blamed a Ukrainian HIMARS strike and separatist officials gave 53 dead, while Ukraine denied firing on the site and accused Russia of staging the blast. Russia's defence ministry said its forces had taken Lysychansk and the whole of Luhansk region, and Ukraine's military said it had withdrawn to preserve the lives of its soldiers. Russia and Ukraine signed separate UN and Turkey brokered deals in Istanbul to reopen Black Sea grain exports, and the next day Russian cruise missiles hit Odesa port, which Russia's defence ministry said targeted a Ukrainian warship. President Putin said Russia had not yet started anything in earnest in Ukraine and that negotiations would get harder the longer they were delayed.

A Russian missile struck a crowded shopping centre in Kremenchuk, killing at least 18 people and wounding about 60 according to the Poltava governor; Russia's defence ministry said it struck a nearby plant storing Western weapons and the fire spread to the mall. Russian forces pushed into central Sievierodonetsk while civilians were trapped by constant shelling, and on 24 June Ukraine ordered its forces to withdraw from the city, which the Luhansk governor estimated was 90% damaged. UNHCR said 4,800,000 refugees from Ukraine had been recorded across Europe, and WHO recorded attacks affecting health workers and health transport in Vynohradovo and a health facility in Kyiv. The EU adopted a sixth sanctions package with an embargo on Russian seaborne oil, and EU leaders granted Ukraine and Moldova candidate status. Moody's said Russia had defaulted on its foreign debt after sanctions blocked coupon payments, which Russia's finance ministry denied, and the United States raised duties to 35% on certain Russian goods. Russian forces left Snake Island; Russia's defence ministry called it a gesture of goodwill to show it was not obstructing grain exports, while Ukraine said its strikes had forced them off.

Civilians who had sheltered for weeks at Mariupol's Azovstal steelworks began leaving in a convoy coordinated by the UN and the ICRC, and UN Secretary-General Antonio Guterres said more than 600 civilians had been evacuated from Azovstal and other parts of Mariupol by 8 May. IOM estimated about 8.02 million people were internally displaced as of 3 May, falling to about 7.1 million by 23 May as some returned home, and UNHCR said more than 5.7 million had fled across Ukraine's borders. A bomb hit a school sheltering villagers in Bilohorivka, where the Luhansk governor said about 60 people were most likely dead, though AP reported rescuers had then found two bodies. UN High Commissioner Michelle Bachelet told a special session of the Human Rights Council that investigators had found 1,000 civilian bodies in Kyiv region alone, and WHO recorded an attack affecting health workers in Mariupol. Ukraine's General Staff said Russian troops were withdrawing from around Kharkiv after Ukrainian counter-attacks, easing the shelling of the city. Russia's defence ministry said the last 531 fighters at Azovstal had surrendered, ending the siege of Mariupol, and Ukraine described the evacuation of its garrison as the completion of its mission. A donor conference in Warsaw co-hosted by Poland and Sweden raised a reported $6.5 billion for Ukraine.

As Russian forces withdrew from the area north-west of Kyiv, the bodies of civilians were found in Bucha, where OHCHR later documented 73 civilian killings in March; Russia's defence ministry said its units had left the town by 30 March and Russian officials called the images staged. A missile with a cluster warhead struck Kramatorsk railway station as civilians waited to be evacuated, killing at least 50 people including five children according to Ukrainian officials; Russia denied the attack. UNHCR said more than 5 million refugees had fled Ukraine by 19 April, about 90% of them women and children, with some 7.7 million displaced inside the country, and an ICRC-led convoy carried more than 1,000 people who had fled Mariupol to Zaporizhzhia. WHO recorded attacks on health care in the east, including on health transport in Ruska Lozova and a health facility in Dobropillia. President Zelensky said Russian troops had begun the battle for Donbas on 18 April, the day missile strikes on Lviv killed seven people according to the regional governor. The Black Sea Fleet flagship Moskva sank; Russia's defence ministry said ammunition detonated in a fire, while Ukraine said it hit the ship with two Neptune missiles, which a US official said the US also assessed. The UN General Assembly voted 93 to 24 to suspend Russia from the Human Rights Council, and Gazprom halted gas supplies to Poland and Bulgaria for not paying in roubles, which both governments called a breach of contract.

March 2022

UNHCR said 1,002,860 people had left Ukraine in the war's first seven days, and by mid-March IOM said movements out of the country had reached three million, nine in ten of them women and children according to UNICEF. In encircled Mariupol an airstrike hit the maternity and children's hospital complex, killing three people according to the city council, and another destroyed the drama theatre where hundreds of civilians were sheltering, which Amnesty International said was almost certainly struck by Russian aircraft; Russia denied striking the theatre. Missiles struck the regional administration buildings in Kharkiv, where the regional head gave a preliminary toll of 7 killed and 24 injured, and in Mykolaiv, where Ukraine's State Emergency Service count reached 36 killed. The UN Human Rights Monitoring Mission had individually verified 1,276 civilians killed and 1,981 injured across Ukraine by the end of March, and said the actual figures were considerably higher. Russian forces entered Kherson, the first regional capital they took, seized the Zaporizhzhia nuclear plant after fighting set a training building on fire, and struck the Yavoriv training centre near the Polish border, where Lviv's governor said at least 35 people were killed. Russia's General Staff said the main aims of the first stage were accomplished and it would focus on Donbas, and after Istanbul talks in which Ukraine tabled neutrality proposals, Russia said it would cut military activity near Kyiv and Chernihiv; its forces handed Chornobyl back to Ukrainian staff at the end of the month. The UN General Assembly demanded Russia's withdrawal by 141 votes to 5, the International Court of Justice ordered Russia to suspend its military operations, and the United States banned imports of Russian oil, gas and coal.

February 2022

Rockets carrying cluster munitions struck residential areas of Kharkiv on 28 February, killing at least three civilians according to Human Rights Watch, while Amnesty International said three attacks that day killed at least nine; both groups attributed the attacks to Russian forces. WHO recorded attacks affecting health facilities in the first days of the war, including in Chernihiv and Melitopol. Russia launched a full-scale invasion of Ukraine by land, air and sea, with advances reported from Belarus towards Kyiv, from Russia towards Kharkiv and the east, and from Crimea towards the south, after President Vladimir Putin said in a televised address that Russia would seek the demilitarisation and denazification of Ukraine. Russian forces took control of the Chornobyl nuclear site on the first day, and the Russian navy took Snake Island, where Ukraine's navy later said the 13 border guards were alive and held by Russia. EASA advised airlines not to operate in Ukrainian airspace at any altitude, and Western governments pledged to cut selected Russian banks from SWIFT and restrict Russia's central bank. Putin ordered Russia's deterrent forces, which include nuclear weapons, onto a special mode of combat duty, citing NATO statements and Western sanctions. Russian and Ukrainian delegations held their first talks in Belarus's Gomel region and agreed to meet again.
