The Russia-Ukraine war · Day 1,711

The toll, by who counted.

Each figure is a counting body's own, with its exact scope: who was counted, where, how, and as of when. Bodies count differently, so their figures sit side by side. They are never added together, and a figure for one side is never summed with another's. A government's count of its own people is one count among others, never the answer; what one side says about the other side's losses is in the claims ledger, not here. Where counts disagree, the spread is the finding. A figure moves only when its body publishes a new one.

IOM said nearly 3.6 million people remain internally displaced across Ukraine and about 3.8 million have returned since February 2022. The release does not give the reference date; it likely reflects General Population Survey Round 25 (fieldwork 24 June to 26 August 2026), so as_of is the release date.
