Unresolvable Claimed by Government of Russia on 21 November 2024.
The statement
In a televised address, President Putin said Russia had used a new medium-range missile, Oreshnik, in combat against a target in Dnipro in response to Ukraine's use of US and British long-range weapons, said the conflict had taken on a global character, and said Russia considered it had the right to strike military facilities of countries whose weapons were used against it.

|---|---|---|---|
| 2026-10-30 18:00 UTC | Open | Unresolvable | Open 12 months after it was said (2024-11-21) with nothing in the record to settle it. ev-20261027-x4k9 records the strike on an industrial enterprise in Dnipro, and unnamed US officials, reported by ABC News Australia, said it was an experimental intermediate-range ballistic missile. That is one independent origin, short of the two the standard needs, and Russia's stated reason is not a checkable fact. |
