Russian-installed authorities in occupied Donetsk, Luhansk, Kherson and Zaporizhzhia oblasts held votes on joining Russia from 23 to 27 September, after announcing them on 20 September. They said 99 percent backed joining in Donetsk, 98 percent in Luhansk, 93 percent in Zaporizhzhia and 87 percent in Kherson. UN Secretary-General Antonio Guterres said on 29 September the votes, held under occupation and during active conflict, could not be called a genuine expression of the popular will. Ukraine and Western governments called them a sham.
