Confirmedon an admission by the acting party plus an independent origin: 1 distinct origin, 1 tied to no party.

The UN Independent International Commission of Inquiry on Ukraine told the General Assembly on 26 October that Russian authorities committed the war crime of intentionally attacking civilian objects and the crime against humanity of other inhumane acts through attacks on Ukraine's energy infrastructure, mainly in the 2025-2026 winter. It also found Russian authorities trafficked people from 29 countries into their armed forces through deception and coercion. The Commission said Russia did not give access or answer requests about its examination of Ukrainian attacks on energy in Russia and occupied areas. Chair Erik Mose said energy attacks had intensified again as winter approached.
