In a report marking four years since the full-scale invasion, the UN Human Rights Monitoring Mission said civilian casualties in 2025 were 31% higher than in 2024 and 70% higher than in 2023, with more than 15,000 killed and 41,000 injured verified since February 2022. It reported widespread and systematic torture of Ukrainian prisoners of war and civilian detainees by Russian authorities and a recent spike in reported executions of captured Ukrainian soldiers in November and December 2025. It also found that Ukrainian forces tortured and ill-treated Russian prisoners in the first stages of capture, with little progress in investigations.
