The International Court of Justice ordered Russia, by 13 votes to 2, to immediately suspend the military operations it began on 24 February, in provisional measures in a case brought by Ukraine under the Genocide Convention. The Russian and Chinese judges dissented. The court also ordered Russia to ensure units it controls or supports take no steps furthering the operations.
