Russia launched at least 76 missiles at energy facilities on 16 December, and Ukraine's top general said 60 were shot down. Kharkiv, Poltava and Kremenchuk lost power, Kyiv's metro stopped so stations could serve as shelters, and water was cut across the capital. In Kryvyi Rih the toll rose to four, including a one-year-old boy, Al Jazeera reported; the national grid operator said about half the grid was damaged. Zelenskyy said power was restored to almost six million people within 24 hours.
