The UN Human Rights Monitoring Mission said more than 1,000 civilians were killed and nearly 4,000 injured in the six months to July, almost six deaths a day, and that nearly 10,000 civilians had been killed since the invasion. It documented torture and ill-treatment of civilians and prisoners of war by Russian authorities, said Russia gave no access to its detention sites while Ukraine gave full access to its POW camps, and ruled out HIMARS rockets as the cause of the 2022 Olenivka killings. It also criticised some Ukrainian collaboration prosecutions as covering conduct an occupier could lawfully compel.
