China publishes a 12-point position paper calling for a ceasefire and talks

Confirmedon an admission by the acting party plus an independent origin: 1 distinct origin, 1 tied to no party.

On the anniversary of the invasion China's foreign ministry released a 12-point paper calling for a ceasefire, resumed direct Russia-Ukraine talks, respect for all countries' sovereignty, humanitarian corridors, continued grain exports and an end to unilateral sanctions. Ukraine's charge d'affaires in Beijing called it a good sign; the EU ambassador said it was a position paper rather than a peace plan. US State Department spokesman Ned Price said Washington was sceptical, arguing China was not neutral.
