UNHCR said on 14 February that an estimated 10.6 million Ukrainians were displaced, almost a quarter of the pre-war population: 3.7 million inside Ukraine and 6.9 million refugees abroad. It said more than 2 million homes, about 10 per cent of the housing stock, had been damaged or destroyed, and that 12.7 million people inside Ukraine needed humanitarian assistance. The agency said repeated attacks on energy infrastructure were disrupting services.
