Trump said on 13 July the US would reinstate its naval blockade of Iran and charge 'at the rate of 20% on all cargo shipped' through the strait as its 'guardian', a reversal of the stated US position that no state may charge tolls on an international waterway, the Guardian and CNBC reported. The US Navy-led JMIC said the blockade of all Iranian ports, oil terminals and coastal areas would be enforced on vessels of any flag from 20:00 GMT on 14 July, with neutral transit to non-Iranian destinations unimpeded and humanitarian cargo allowed after inspection. The IMO said there was no legal basis for mandatory tolls in a strait; Araghchi said '20% is of course too much. We will be fair.'
