The Comoros-flagged cargo ship Khoryv, carrying ferrous metals from Turkey to Sulina with 10 Ukrainian and three Azerbaijani crew, sank after a drone attack about 13 nautical miles from Constanta, just outside Romanian territorial waters, on 23 October, Marine Insight reported. One seafarer died, three were missing and nine were rescued by Romanian services and a nearby merchant ship. Romania's president blamed Russia, which had not publicly responded. Marine Insight cited Reuters on a sudden surge of attacks on merchant ships off Romania and Bulgaria in the preceding two weeks.
