A missile hit the only cafe in Hroza, Kharkiv oblast, where residents had gathered after the reburial of a local soldier. Ukraine's interior minister said 59 people were killed, all later identified. The UN Human Rights Monitoring Mission found on 31 October that 59 civilians were killed, including an eight-year-old boy, that there was no military target at or near the gathering, and that there were reasonable grounds to believe Russia carried out the strike, likely with an Iskander missile. Russia did not accept responsibility; its UN representative described the gathering as a legitimate military target, which the UN mission said its findings contradicted. It was among the deadliest single attacks on civilians since February 2022.
