US sanctions Rosneft and Lukoil, Russia's two largest oil companies, its first new Russia sanctions of 2025

The US Treasury designated Rosneft and Lukoil and their Russia-based subsidiaries on 22 October, blocking all entities half or more owned by them. Treasury Secretary Scott Bessent said it was time to stop the killing and for an immediate ceasefire, and said Putin had not come to the table in an honest way. The measures were the first new US sanctions on Russia since Donald Trump took office and came a day after the planned Budapest summit was shelved.
