Strikes on 11 September, a day after Russian forces were pushed back in Kharkiv oblast, caused a near-total blackout in eastern Ukraine, Ukrainian officials said. Kharkiv governor Oleh Syniehubov said water facilities and a thermal power station in Kharkiv were hit, and outages were also reported in Sumy, Dnipropetrovsk, Poltava, Zaporizhzhia and Odesa oblasts; Ukraine's military said 15 locations were struck. Zelenskyy said there were no military facilities among the targets and that the goal was to deprive people of light and heat. The strikes foreshadowed the wider campaign against the grid from October.
