Andriy Yermak, head of Ukraine's presidential office, said on 15 December that 64 Ukrainian soldiers and a US national, Suedi Murekezi, detained near Kherson in June, had been freed in an exchange. Al Jazeera reported that hundreds of detainees had been freed in swaps in recent weeks but that neither side nor the ICRC published precise numbers of those held. ICRC President Mirjana Spoljaric suggested an all-for-all exchange. Russia ruled out a Christmas ceasefire the same day.
