In his address on 10 to 11 December Zelenskyy said Russian forces had turned Bakhmut into burned ruins, and Ukraine's General Staff said the heaviest fighting was in Bakhmut district, with more than 20 settlements under fire. A volunteer told Kyiv Post that up to 15,000 civilians, including up to 300 children, remained in the town, and a Ukrainian military spokesman claimed Russian forces were losing about 50 killed and 50 wounded a day there. The Institute for the Study of War said the cost to Russia far outweighed any operational gain.
