The US and Ukraine signed an agreement on 30 April to share profits and royalties from future sales of Ukrainian minerals and rare earths through a new US-Ukraine Reconstruction Investment Fund, the Guardian reported. US treasury secretary Scott Bessent said it signalled US commitment to a free, sovereign and prosperous Ukraine; Ukraine's first deputy prime minister Yulia Svyrydenko, who signed it, said the fund would attract global investment. The deal still required ratification by Ukraine's parliament. Earlier US drafts had sought $500bn in resources as repayment for past aid, which Kyiv refused in February.
