The Security Council met at the request of Ecuador and France, backed by Slovenia, the UK and the US, after the 8 July strikes. Russia held the rotating presidency, so Ambassador Vassily Nebenzia chaired the session; he said photos and video showed the Okhmatdyt hospital was hit by Ukrainian air defence. OCHA's acting chief Joyce Msuya said attacks had intensified since the spring of 2024. The meeting ended without Council action.
