Aerial bombs struck the Bilenkivska penal colony about 25 km from the front line in Zaporizhzhia region on 28 July. The UN Human Rights Monitoring Mission (HRMMU) later verified 16 prisoners killed and at least 43 injured, all men, and said the damage was consistent with powerful glide bombs; Ukrainian authorities said Russian aircraft dropped several bombs. The Kremlin spokesperson denied Russian responsibility. HRMMU head Danielle Bell said prisoners are civilians who must be protected, and the mission said the strike may amount to a serious violation of international humanitarian law.
