Russia and China vetoed a Bahraini draft resolution at the UN Security Council on 7 April that encouraged states to coordinate efforts to protect commercial shipping in the Strait of Hormuz; it received 11 votes in favour, two against and two abstentions, Reuters reported via Al-Monitor. Bahrain's foreign minister Abdullatif bin Rashid Al Zayani said the draft failed owing to the negative vote of a permanent member. The text had been softened to remove references to the use of force.
