US secretary of state Marco Rubio and Russian foreign minister Sergei Lavrov led talks at Diriyah Palace in Riyadh on 18 February, the most extensive between the two countries in three years, the Guardian reported. Rubio said the sides agreed to set up high-level teams to support Ukraine peace talks and to explore economic opportunities that could follow an end to the war. No Ukrainian or European officials took part, and Ukraine said it would not accept any outcome agreed without it. Trump said the same day that Ukraine "should have never started" the war.
