NATO Secretary General Mark Rutte said after a briefing by a South Korean delegation that North Korean troops had been sent to Russia and deployed to the Kursk region, calling it a significant escalation. South Korea's National Intelligence Service reported more than 3,000 North Korean troops in Russia, with over 12,000 expected by December, and lawmakers it briefed said they were in training and not yet in combat. The Pentagon said troops moving to the front would be co-belligerents and that US weapons could be used against them. Ukraine's intelligence chief had said on 18 October that about 11,000 were training in eastern Russia. Neither Russia nor North Korea had confirmed the deployment, RFE/RL reported.
