The UN Human Rights Council's Independent International Commission of Inquiry on Ukraine concluded that Russian authorities committed the crimes against humanity of deportation and forcible transfer of children and their enforced disappearance. It said the policy was conceived and executed at the highest level of Russia's leadership, with the involvement of President Putin and children's commissioner Maria Lvova-Belova. The commission said it verified more than 1,200 cases from five regions and that about 80% of those children had not been returned.
