The White House said on 23 October that Russia and Ukraine had agreed to temporarily halt military action in Russian-held Oleshky, Kherson region, from 29 October so humanitarian aid could enter and civilians could leave through a safe passage, in a deal it said was brokered by Melania Trump, Reuters reported. It estimated 1,700 to 2,000 mostly elderly residents and about 50 children remained in a town of about 24,000 before the war. In early October the exiled head of Oleshky's administration said residents faced severe shortages of food, water and power, and that of over 60 people who left in September only 12 reached Ukrainian-held territory.
