The Ukrainian monitoring group DeepState said on 12 September that Russian troops had moved through a gas pipeline from occupied Lyman Pershyi under the Oskil river to reach the outskirts of Kupiansk in Kharkiv region. Ukraine's General Staff said on 13 September the situation in the city was under Ukrainian control, that it held the pipeline exit and that it was running a counter-sabotage operation. About 1,800 civilians were still living in Kupiansk, largely without electricity, gas or water.
