The Lebanese army said on 26 July that Israeli forces were obstructing the first phase of the US-backed framework, including by refusing to withdraw from designated areas, Al Jazeera reported, and that Israel was still bulldozing, shelling and carrying out machine gun sweeps across occupied southern Lebanon. Lebanon's toll since March stood at 4,329 killed. UN peacekeepers say Israel violated the earlier ceasefire with Hezbollah more than 10,000 times. Israel says it will stay in a security zone while Hezbollah is armed.
