Overnight on 19 to 20 January, Russian long-range strikes caused emergency power and heating outages in several regions, including Kyiv and Odesa, with night temperatures below minus 10C, the UN human rights office said. Citing Kyiv's mayor, it said 5,635 apartment buildings were without heating and much of the city lacked water. UN High Commissioner Volker Türk said he was outraged, called the attacks cruel and a clear breach of the rules of war, and urged Russia to stop them. The office said strikes since October 2025 had hit at least 20 regions, with rolling outages of up to 18 hours a day.
