Russia struck Kyiv and at least ten other cities on the morning of 10 October. Ukraine's military said 84 cruise missiles and 24 drones were launched, and the interior ministry said 14 people were killed and 97 injured, with later tallies reaching at least 19 dead; power and water were cut in many areas. Putin said the strikes on energy, military and communications targets were retaliation for the Crimean Bridge blast. The UN human rights office said the strikes could amount to war crimes. They marked the start of sustained strikes on Ukraine's energy system through the winter.
