At a Kremlin ceremony on 30 September, President Putin and the Russian-installed leaders of Donetsk, Luhansk, Kherson and Zaporizhzhia signed treaties claiming to incorporate the regions into Russia, although Russian forces did not control all of their territory. Russia's parliament ratified the treaties on 3 and 4 October and Putin signed the laws on 5 October. The UN Secretary-General said annexation would have no legal value. The same day Zelenskyy announced Ukraine's application for accelerated NATO membership.
