Commander-in-chief Oleksandr Syrskyi said on 23 February that Ukrainian forces had retaken eight settlements and about 400 square kilometres in the south, near the boundary of Dnipropetrovsk and Zaporizhzhia oblasts; Zelensky had cited about 300 square kilometres on 20 February. The US-based Institute for the Study of War said it saw no visual evidence of Russian troops for over two weeks in six named villages, including Andriivka, Ostapivske and Nechaivka. Ukraine's Air Assault Forces later said restrictions on Russian use of Starlink terminals from 29 January had significantly affected Russian command early in the operation.
