A missile struck the Kharkiv regional administration building on Freedom Square in the city centre on the morning of 1 March. The head of the regional administration, Oleh Syniehubov, gave a preliminary toll of 7 killed and 24 injured; the Kharkiv Human Rights Protection Group later put it at 10 killed. Airwars recorded 6 to 11 civilians killed, including a child. A VOA fact check, citing Bellingcat, said the projectile matched a Russian Kalibr cruise missile, a type Ukraine does not have; Russian television NTV claimed Ukrainian forces were responsible.
