UN Deputy High Commissioner for Refugees Kelly Clements, visiting Ukraine, said nearly 4 million people remained internally displaced and 6.7 million had fled abroad. UNHCR said about 170,000 people had been forced from their homes in eastern Ukraine since August, 400,000 new refugees had crossed into other European countries between January and August 2024, and attacks had destroyed 65 percent of Ukraine's energy generation capacity. The agency's 2024 appeal for Ukraine and the region was just over half funded.
