Colonel General Sergei Rudskoy of Russia's General Staff said the main objectives of the first stage of the operation had generally been accomplished and that Russian forces would concentrate on what he called the liberation of Donbas. Reuters and other outlets read this as a possible narrowing of goals after the advance on Kyiv stalled. Russia said separatist forces controlled 93% of Luhansk region and 54% of Donetsk region, figures not independently verified.
