Ukraine's General Staff said it struck the Votkinsk Machine Building Plant in Russia's Udmurt Republic with Ukrainian-made Flamingo cruise missiles, recording a fire on the site. The state-owned plant makes Iskander-M missiles and intercontinental ballistic missiles. Udmurt head Aleksandr Brechalov said a facility was hit by a Ukrainian drone, with damage and casualties, without naming it; the outlet Astra reported at least 11 injured, which the Kyiv Independent could not verify.
