Russian and Ukrainian ministers signed the Black Sea Grain Initiative in Istanbul on 22 July, in separate documents with Turkey and the UN, with Secretary-General Antonio Guterres and President Recep Tayyip Erdogan presiding. Per UN News, the deal allowed commercial food exports from Odesa, Chornomorsk and Pivdennyi (Yuzhny), with a Joint Coordination Centre in Istanbul and inspections of ships. A parallel UN track led by UNCTAD's Rebecca Grynspan addressed Russian food and fertiliser exports. No cargo ship had left a Ukrainian Black Sea port since late February.
