IOM warns 325,000 returnees may be displaced again as the winter energy crisis deepens

The International Organization for Migration estimated that 325,000 people who had returned home could be displaced again in the coming months, more than a third of them considering moving abroad, as attacks on energy left homes without heat in temperatures as low as minus 20C. It said 3.7 million people were internally displaced in Ukraine as of January 2026 and more than 4.4 million had returned since 2022. IOM Director General Amy Pope said resilience alone could not sustain families through another winter.
