In a televised address on 21 September President Putin ordered a partial mobilisation, the first in Russia since the Second World War, and Defence Minister Sergei Shoigu said about 300,000 reservists would be called up. Putin also warned that Russia would use all means at its disposal to defend its territory, saying this was not a bluff. Hundreds of people were detained at anti-mobilisation protests that day, and flights out of Russia sold out. Russia's defence ministry said on 31 October the call-up was complete.
