A 14-member IAEA team led by Director General Rafael Grossi reached the Russian-occupied Zaporizhzhia nuclear power plant on 1 September after a delay caused by shelling, and completed a first tour of the site. Grossi said the agency would keep a continuing presence at the plant, and Russia's envoy in Vienna welcomed a permanent presence. In its report on 6 September the IAEA said the plant's physical integrity had been violated several times and proposed a nuclear safety and security protection zone. Russia and Ukraine continued to blame each other for shelling.
