Putin said on 19 October he had signed a decree imposing martial law in Donetsk, Luhansk, Kherson and Zaporizhzhia oblasts from 20 October, allowing curbs on movement and relocation of residents. Russian-installed Kherson head Volodymyr Saldo said 50,000 to 60,000 people would be moved from the west bank of the Dnipro, after new commander Sergei Surovikin called the situation tense. On 22 October occupation authorities told all civilians to leave Kherson city. Ukrainian officials and rights groups warned of forced transfers, which are prohibited under the laws of war.
