Russian strikes on 13 and 14 October hit multiple energy facilities across Ukraine, including the three main power stations in Kyiv, and Ukrainian authorities said about 600,000 people in Kyiv temporarily lost power, the UN Human Rights Monitoring Mission in Ukraine said. It said a 30 September attack had already damaged generation, distribution and transmission in three regions and Kyiv, causing emergency outages, after Russia's defence ministry announced on 30 August it was preparing massive strikes on Ukrainian energy. The mission noted Ukraine's Unmanned Systems Forces reported 82 attacks on energy infrastructure in occupied territory and Russia.
