A Russian missile hit the Panama-flagged container ship Shui Spirit in Odesa's port infrastructure, and Odesa governor Oleh Kiper said the death toll rose to eight with nine wounded. Kiper said it was the third attack on a civilian vessel in four days; two days earlier a missile hit a Palau-flagged ship, killing one person aboard. EU spokesman Peter Stano called the attack a blatant violation of international law.
