Regulation (EU) 2025/1227 applied from 1 July 2025 an extra 50% ad valorem duty on remaining agricultural products from Russia and Belarus, and a 6.5% duty plus a levy of 40 to 45 euros per tonne on nitrogen fertilisers, rising to 430 euros per tonne in 2028, according to the European Commission. The regulation was adopted on 17 June 2025. The EU said the measures reduce dependence on Russian fertiliser and Russian revenue from EU sales.
