Higher EU customs duties on cereals, oilseeds and derived products from Russia and Belarus took effect on 1 July 2024 under Council Regulation (EU) 2024/1652, set at a level the Council said would in practice halt such imports. The Council said the measures aim to stop Russian exports of grain illegally appropriated in Ukraine and keep export revenue from funding the war; transit to third countries is not affected. Belarus is covered so that Russian grain cannot be channelled through it, according to the Commission's proposal.
